AI governance frameworks promise control but deliver the same approval bottlenecks that killed enterprise software innovation.
Every enterprise AI governance system we’ve seen follows the same tired playbook: risk classification, approval workflows, and audit trails. It’s the same bureaucratic thinking that gave us change management boards and deployment freezes, just wrapped in machine learning vocabulary.
The approval theatre problem
These governance layers create the illusion of control whilst systematically destroying the speed advantages that made AI appealing in the first place. Your agent gets classified as “high risk” because it accesses customer data, then sits in a queue for three weeks whilst some committee decides if generating a summary counts as “AI decision making.”
The real kicker is that most governance systems can’t actually prevent the failure modes they’re designed to catch. They’re brilliant at stopping obviously bad requests but useless against subtle prompt injection or model drift. You end up with the worst of both worlds: slow deployment and false confidence.
Where the real control lives
The companies getting this right aren’t building governance layers. They’re building better observability and circuit breakers directly into their agent runtime. Real-time monitoring beats policy engines every time because it catches problems that happen, not problems that committees imagine might happen.
Enterprise software spent twenty years learning that approval workflows kill innovation. AI governance is about to learn the same lesson.
